Young sci-tech talents play an extremely important role in scientific and technological innovation, they are not only the explorers of new knowledge, and practitioners of new technologies, but also the important force to promote social progress and economic development. Starting from the demand characteristics of young sci-tech talents, this study systematically compiles the policies and measures of the state, Yunnan, and relevant provinces in the introduction, cultivation, and utilization of young sci-tech talents, and at the same time analyzes the data on the investment of research and experimental development funds, sci-tech talents team construction, and scientific and technological output results. By comparing the funding and policy investment of relevant provinces, it summarizes the current problems in the introduction, cultivation, and utilization of young sci-tech talents in Yunnan, which are mainly reflected in the insufficient funding investment, imperfect policies and measures, the small number of sci-tech talents, and insufficient role play. Based on this, it proposes to strengthen the Party’s management of talents, enhance the top-level design, improve the policy system, optimize the talent structure, and improve the evaluation system and incentive mechanism and other suggestions.
