“The Belt and Road” has brought unprecedented opportunities for the education of innovation and entrepreneurship in universities. The integration of cross-cultural elements in innovation and entrepreneurship education plays a vital role in satisfying the needs of national innovative construction. This paper reviews the literature of innovation and entrepreneurship in the cross-cultural perspective. It analyzes the ability as important as cross-cultural attainment from three aspects: the intercommunity between them, the national standard on the teaching quality of higher education institutions, and the basic qualities of citizens.
