    “The Belt and Road” has brought unprecedented opportunities for the education of innovation and entrepreneurship in universities. The integration of cross-cultural elements in innovation and entrepreneurship education plays a vital role in satisfying the needs of national innovative construction. This paper reviews the literature of innovation and entrepreneurship in the cross-cultural perspective. It analyzes the ability as important as cross-cultural attainment from three aspects: the intercommunity between them, the national standard on the teaching quality of higher education institutions, and the basic qualities of citizens. The paper proposes three ways to cultivate college students’ ability of innovation and entrepreneurship, which are creating a cross-cultural environment, taking advantage of The Belt and Road and carrying out the university globalization.

    Using the survey data of the Communist Youth League of a financial and economic university in Anhui Province from January to July 2018, this study analyzes and discusses the influencing factors and differences between the current college students' willingness and practice of innovation and entrepreneurship in a city in Anhui Province. The study found that students who participated in (including those who participated in) the Communist Youth League organizations had higher entrepreneurial willingness than students who did not participate in the Communist Youth League organizations. The work experience of the Communist Youth League and the experience of actively participating in the activities of the Communist Youth League organizations played a significant role in improving the innovative and entrepreneurial ability of college students.     In order to understand the innovation consciousness and entrepreneurial ability of college students, the main factors affecting the practice development of college students' innovation and entrepreneurship training program under the tutor system of colleges and universities, and promote the implementation of the national innovation-driven strategy.
