Abstract: For the first time, the report of the 20th National Congress of the Communist Party of China comprehensively arranged and deployed education, science and technology, and talent as the “trinity” . Local undergraduate universities must combine their own positioning and regional development needs to build an education system that is adapted to local development. This paper, by analyzing the connotation of the “trinity” and the new requirements for local undergraduate colleges and universities, proposes reform recommendations centered on coordinated development. These recommendations aim to support high-quality regional development, prioritize the cultivation of innovative capabilities, promote the deep integration of industry, academia, and research, and facilitate the smooth flow of innovation resources. The goal is to inject innovative momentum into the cultivation of higher education talents and lay a solid foundation of innovative talent for the high-quality development of the local economy.
