Abstract: The 19th National Congress of the Communist Party of China (CPC) pointed out that "we should fully implement the Party's education policy, fulfill the fundamental task of establishing morality and educating people", "promote educational equity, and train socialist builders and successors with all-round development of morality, intelligence, physique and beauty". In addition to the financial aid for poor students in colleges and universities, education should also be realized to ensure that the basic task of cultivating people with morality can be fulfilled. Based on this, this paper takes "five-in-one" funding concept as the instruction, practices the fundamental task of establishing moral integrity in cultivation, analyzes the present situation of "five-in-one" aid and education in colleges and universities, finds the existing problems through "five-in-one" aid and education system, and connects with the actual situation proposed the educational strategy of impoverished undergraduates, so as to build perfect "five-in- one" aid and education system for reference .
