Abstract: Against the backdrop of global higher education internationalization, traditional administrative models struggle to meet the diversified service demands of expanding international student populations. This study constructs a“standards-pathways-safeguards”three-dimensional framework based on service-oriented theory, addressing structural imbalances, service supply contradictions, and collaborative mechanism failures within current management teams. By establishing a tiered service competency standard system and proposing a four-dimensional development pathway (selection, training, collaboration, evaluation), the research integrates institutional, resource, and cultural safeguards. It innovatively designs dual-track career development channels and service culture cultivation initiatives, resolving problems such as cross-cultural communication gaps and outdated service concepts. The findings provide systematic solutions for building service-oriented management teams and enhancing international education quality.
