Construction and Practice of a Non-Technical Competency Development System under the Framework of Engineering Education Accreditation

Abstract: Engineering education, as a core component of a nation's industrial system, directly influences the level of engineering talent cultivation. With the largest engineering education system globally, China's accession to the Washington Accord has established substantial equivalence between its engineering education accreditation and international standards. However, the underdevelopment of non-technical competencies among engineering students remains a pressing issue. Traditional engineering education tends to prioritize technical skills while neglecting non-technical competencies, resulting in deficiencies in students' communication, collaboration. These gaps hinder graduates' ability to meet the engineering industry's demand for well-rounded talent. Drawing on the exploration and practices of the Internet of Things (IoT) Engineering program at Dalian Minzu University, this paper proposes a competency development framework that integrates non-technical and technical competencies. By optimizing curriculum design, innovating teaching methodologies, strengthening practical training, and establishing robust evaluation mechanisms, the framework fosters the coordinated development of non-technical and technical competencies. This approach enhances students' overall quality and engineering practice capabilities, thereby providing robust support for engineering education accreditation and students'professional growth.
