Implementation Dilemmas and Optimization Pathways of the “1+X” Certification System in Vocational Education

Abstract: The “1+X” certificate system for vocational education is an important support for building a skilled society and an important measure to promote the high-quality development of vocational education. Currently, there are different voices on the implementation effect of the “1+X” certificate system for vocational education, and how to effectively implement the system is a topic of widespread concern in the academic community. This paper mainly explores the realistic dilemmas faced by five stakeholders, including government departments, vocational schools, training and evaluation organizations, industry and enterprises, and students, in the implementation of the “1+X” certificate system for vocational education, and then proposes specific strategies for optimizing the implementation of the system.
