Research on the Application of the BOPPPS Teaching Model Based on the OBE Concept in Blended Learning in Open Education—Case Study of the Urban Management Course in the Public Administration Program at Inner Mongolia Open University

Abstract: Research on educational model reforms guided by the Outcome-Based Education (OBE) philosophy has predominantly concentrated on practice-intensive fields such as engineering and medicine within traditional higher education. Studies integrating the OBE philosophy with the blended teaching model in open education are relatively scarce. This thesis investigates the application of the BOPPPS teaching model, guided by OBE principles, within the blended learning environment of open education, specifically tailored to the learning needs and characteristics of adults. Underpinning this investigation is a detailed understanding of both the OBE philosophy and the BOPPPS model. The urban management course offered by the public administration program at Inner Mongolia Open University serves as a case study. The aim is to provide insights and references for theoretical research on teaching models at open universities and to enrich the body of knowledge concerning teaching methodologies in open education.
