Abstract: Under the dual backdrop of the“Skill-Driven Enterprise”strategy and the transformation and upgrading of the construction industry, the adaptability and effectiveness of vocational skill certification for high-skilled construction professionals have become key factors constraining the enhancement of corporate core competitiveness. This paper takes the core requirements of“Skill-Driven Enterprise”for talent certification as the entry point, establishing an innovative certification logic framework of “demand-oriented - system coordination - dynamic adaptation”, and clarifies the core principles of enterprise initiative, practical core, collaborative efficiency, and controllable quality. Building on this foundation, it proposes an innovative pathway of dynamic adaptation, enterprise leadership, practical orientation, and full-chain support across four dimensions: certification standards, operational mechanisms, certification methods, and safeguard systems. The aim is to provide theoretical support and practical guidance for constructing a vocational skill certification system aligned with the high-quality development of the construction industry, facilitating the implementation of the“Skill-Driven Enterprise”strategy.
