Exploring the Pathway of “Double First-Class” Universities in Participating in Global Educational Governance

Abstract: International exchange and cooperation in higher education largely constitutes China's participation in global educational governance. “Double First-Class” universities, actively involved in global educational governance, can achieve international exchanges and cooperation with high-level universities. This not only promotes their own construction and development but also effectively serves national strategies and improves the quality of opening up. Compared with other universities, “Double First-Class” universities enjoy more remarkable advantages in funds, policies, and resources when participating in global educational governance. However, the mechanism and pathways of “Double First-Class” universities in participating in global educational governance have not yet aroused wide attention in academia. Besides, “Double First-Class” universities still face many problems to be solved in the process of participating in global educational governance and are confronted with practical dilemmas in promoting high-level opening up and development. Therefore, this article takes Northwestern Polytechnical University as an example to explore the difficulties and pathways faced by “Double First-Class” universities in participating in global educational governance.
