Abstract: Since the start of the transformation of independent colleges in 2008 and the acceleration of the transformation in 2020, the first batch of independent colleges have completed the transformation of their educational nature. The transformed local undergraduate colleges and universities are an important component of undergraduate education in China, responsible for the important task of cultivating local applied talents. Faced with issues such as personnel, funding, and resources brought about by the transition period, the innovation and entrepreneurship education ecology of local undergraduate colleges has shown a phased disorder, and the talent cultivation function is limited. By innovating the organizational structure of management, offering integrated courses, improving policy mechanisms, and optimizing carrier functions, we aim to alleviate difficulties, activate multidimensional dynamics, and integrate social resources. We aim to rebuild the innovation and entrepreneurship education ecosystem and provide services for local economic and social development.
