Abstract: University libraries offer aids on teaching and research, provide literature support, spread campus culture, promote reading activities, which is also a high-quality space for teachers and students to discuss and study. In addition to their traditional functions, university library is a powerful channel and an important functional department for the construction processes of first-class disciplines and local high-level universities, and a comprehensive and reasonable system to ensure each department operating its responsibilities in a scientific way is needed. At present, the construction of university library system have pooblems like the delayed iteration of core business management system, the vacancy of subject librarian post, and the urgent need to expand a full coverage of all service aspects. Based on the development needs of the university, scientifically improve the relevant system of literature collection, focus on the construction of advantageous disciplines, add subject librarian posts, fully collect opinions and gradually promote the implementation of various library management systems are powerful measures to scientifically solve the current situation of unremarkable focus, incomplete coverage and insufficient role in administrative system construction. It is an innovative way to ensure that libraries can better serve the construction of local high-level universities under a sound system.
