Abstract: To explore talent training mode of the top talent plan in local universities, not only improves the quality of talent training, but also has important significance for the country to implement the strategy of strengthening the country with talents. Southwest University of Science and Technology carried out dynamic management mechanism through innovation tutor responsibility mode, optimized the curriculum system construction and perfects the theoretical teaching system, strengthened the practical teaching link based on various platform resources, relied on the tutor's scientific research project to cultivate students’scientific research literacy. Southwest University of Science and Technology has initially explored suitable places the local universities’training model of top talents plan in biological sciences,and achieved preliminary results in the practice.
