Abstract: At present, one of the trends of China's higher education reform and development is to carry out innovation and entrepreneurship education. As a university serving the lifelong education of the whole people, the Open university has its own advantages and difficulties in developing innovation and entrepreneurship education compared with other ordinary universities. In order to effectively promote the innovation and entrepreneurship of open university students, this paper starts with the construction goal, constructs the "hybrid" model of innovation and entrepreneurship education in open universities, and establishes an operation mechanism based on guidance mechanism, management mechanism, service mechanism, incentive mechanism, guarantee mechanism and evaluation mechanism.
