Abstract: With the promulgation of the law on the promotion of private education, the government has begun to implement the planning and management of all kinds of private colleges and universities, which is of great help to break the development dilemma of private higher education. At present, private education is faced with the problems of unbalanced supply, resource allocation and structural supply and demand in classified management. Therefore, we need to deeply discuss the construction of modern school system from four aspects: improving the top-level design, improving the relevant laws, optimizing the government functions, improving the supply system, activating social capital, optimizing the teaching environment and giving play to the market main body.
