Abstract: Graduate education plays an important role in cultivating innovative talents, improving innovative ability, serving economic and social development, and promoting the modernization of national governance system and capacity, Xi Jinping stressed in his important instructions on graduate education.The state attaches great importance to the cultivation of innovation and entrepreneurship ability for graduate students, which is not only related to the development level of higher education and improving the quality of personnel training, but also related to realizing of national strategic goals. Based on the future aircraft innovation competition of the College of Aerospace and Civil engineering of Harbin Engineering University,this paper studies the system and mechanism of innovation and entrepreneurship education for graduate students. Construct the progressive three-step work system including innovation and entrepreneurship course teaching,innovation and entrepreneurship practice training,incubation of innovation and entrepreneurship enterprises depending on our grassroots academic organizations of the "three departments and an institution",which makes our mechanism more systematic and maturer in order to train talents with the knowledge,ability,state,vision,and aggressiveness.
