Abstract: Madam Xian was an outstanding politician and strategist in the Northern and Southern Dynasties. When she was young, she cooperated with the Sui Dynasty to pacify the local riots for the sake of national unity. Another great achievement of Madam Xian is to maintain the security and stability of Hainan Province. Thousands of years later, in the daily life of Hainan people, the belief and commemoration of Madam Xian are mainly reflected in the celebration of Junpo Festival. In recent years, the development of this festival has gradually entered a better stage, but sometimes it is difficult to carry out orderly problems. The development of Madam Xian's culture needs to make reasonable planning. According to the development of Madam Xian's culture in Hainan in recent years, we have made some countermeasures and suggestions, so that the festival can be carried out more orderly and the positive influence of Madam Xian's culture can be widely spread in Hainan.
