Abstract: Innovation and entrepreneurship education is an important part of strengthening the construction of national innovation system. Since the development of Innovation and entrepreneurship education in China started in 1998, the policy evolution of innovation and entrepreneurship has evolved from germination to experiment and exploration, and from comprehensive development to overall perfection, and the policy system of innovation and entrepreneurship has initially taken shape. Focusing on the four stages of the formation of the policy system, this paper explores its formation mechanism and content characteristics, leading to the transformation from decentralized exploration to systematic integration of the policy of mass entrepreneurship and innovation education, and the formation of the pattern of thinking and innovation integration in the policy background of breaking down barriers by universities and innovation and entrepreneurship education, thus realizing some enlightenments from phenomenon to mechanism. It is concluded that it is necessary to conduct in-depth research on the theories and policies of entrepreneurship and innovation education, establish the industry-university-research collaborative mechanism of "government, school, bank and enterprise", improve the ideological and political construction of innovation and entrepreneurship courses, and strengthen the teaching staff and talent training system, so as to correctly grasp the direction of entrepreneurship and innovation education and teaching reform in higher vocational colleges under the background of entrepreneurship and innovation 2.0.
