Abstract: As the digital transformation deepens, open education in higher education institutions has become a crucial front for reform and innovation in China's higher education system. Through a survey of digital literacy among faculty members at multiple universities, this paper reveals that while the overall digital literacy level of university teachers is generally sound and has largely adapted to the demands of digital teaching, significant shortcomings exist in areas such as advanced innovation, data integration, and interdisciplinary convergence. Furthermore, structural disparities within the faculty group are evident. To address these prominent issues, the paper proposes a systematic enhancement pathway encompassing tiered and categorized competency development, practice-oriented training, resource ecosystem optimization, establishment of incentive-constraint mechanisms, and strengthened digital security standards and compliance capabilities to drive comprehensive digital literacy advancement. This research provides theoretical foundations and practical guidance for deepening the competency structure of university faculty digital literacy and propelling the development of open education.
