Construction of Comprehensive Evaluation System for Innovation and Entrepreneurship Education in Universities Based on CIPP

Abstract: In response to the problem of the existing evaluation system for the quality of innovation and entrepreneurship talent cultivation in universities, which focuses on results rather than processes, this article is based on Stavrby's CIPP model. Firstly, the overall structure is established based on four evaluation dimensions: background, input, process, and outcome. Then, a set of evaluation index system is constructed, which includes four primary indicators, nine secondary indicators, and 26 tertiary indicators; The scientificity and operability of the indicators were verified through two rounds of Delphi expert consultation. This system aims to achieve systematic evaluation and continuous improvement of the entire process of talent cultivation, providing theoretical basis and practical guidance for optimizing“double innovation” education in universities.
