Abstract: Under the background of the deep integration of the“carbon peak and carbon neutrality”strategy with the digital economy, the green and low-carbon industry has become a core engine driving economic and social transformation. The shortage of interdisciplinary green and low-carbon talents has become increasingly prominent, emerging as a key bottleneck hindering the achievement of the dual-carbon goals. This paper focuses on cultivating three-dimensional capabilities in“digital technology, green and low-carbon practices, and professional services”, and constructs a reform framework for the teaching system of green and low-carbon talent cultivation from three dimensions: curriculum restructuring, teaching model innovation, and practical platform development. This study provides macro-level insights and practical pathways for advancing green and low-carbon talent cultivation in the field of higher education.
