Study on the Development Path of the Urban-Level Industry-Education Consortia—Based on fsQCA Analysis

Abstract: Based on the theory of regional innovation ecosystem, this paper uses fsQCA to conduct a configurational analysis of 41 sample cities. The study finds that there are three typical development paths for Urban-Level Industry-Education Consortia(ULIEC): the enterprise-school-innovation environment-driven type, the enterprise-school-industrial base-driven type, and the enterprise-government-driven type. Enterprises are the common core conditions of the three paths, while the roles of schools, governments, innovation environments, and industrial bases vary due to path differences. The research results show that the formation of ULIEC is the result of the synergy of multiple factors. Based on this, recommendations such as choosing development paths according to local conditions, strengthening the multi-subject coordination mechanism, and optimizing the enterprise participation mechanism are put forward.
