Evaluation of the Construction Effectiveness of “Double High Plan” Professional Clusters: Core Connotation, Theoretical Framework, and System Construction

Abstract: The construction of professional clusters is central to the“Chinese Characteristic High-Level Vocational College and Professional Construction Plan”, which is crucial for promoting the improvement of educational supply quality and core competitiveness in vocational colleges. This study, from the dimensions of the connotation and evaluation of professional cluster construction, based on the stakeholder theory, adopts the CIPP (Context-Input-Process-Product) evaluation model to construct a comprehensive, process-oriented, and improvement-oriented evaluation indicator system. The construction of evaluation indicators adheres to principles of multidimensionality, diversity, dynamism, result-orientation, and information transparency. Ultimately, it forms 12 secondary indicators and 32 tertiary indicators. The aim is to provide a reference for decision-making in vocational education reform for the relevant government departments, industry, schools, enterprises, and others, guide the reform and development of professional clusters, and offer directions for the innovative exploration of professional clusters.
