Major Key Museums Supporting the High-Quality Development of Small and Medium-Sized Museums: An Important Practice for Delivering Quality Cultural Resources to the Community Level

Abstract: The 20th CPC Central Committee emphasized the establishment of a mechanism for delivering quality cultural resources directly to the community level. This strategic decision is of great significance for narrowing the imbalance in cultural resource distribution and meeting the cultural needs of the people. At present, a notable gap has emerged between major key museums and small to medium-sized museums in the development of China's museum sector. Large key museums hold significant advantages in terms of resources and talent, while small and medium-sized museums face a range of challenges. In light of this situation, large key museums can play a crucial leading role in delivering cultural resources to the community level and supporting the high-quality development of small and medium-sized museums. This can be made concrete in various practical efforts including certification-based empowerment and multi-stakeholder social value co-creation. By enhancing the outreach of cultural IPs and exploring collaborative development mechanisms akin to cinema chains, museums transform from standalone institutions to cultural service networks, thereby advancing the direct delivery of quality cultural resources to the community level and ultimately achieving common prosperity in the spiritual lives of the people.
