Abstract: Innovation and entrepreneurship education (IEE) have become a new driving force to stimulate economic growth in China now. Providing support for outstanding international graduates to start their businesses in China is one of the initiatives to expand the opening of education to the outside world in the new era and promote reform and innovation of higher education. Although IEE for international students at universities can meet their diversified needs, enhance China's competitiveness in the international student mobility market and promote the innovation capacity of China's cities. However, IEE for international students in China faces problems such as lack of motivation, insufficient supply of relevant courses, unstructured talent training system and shortage of professional teachers. Hence, based on the OBE concept, the teaching and learning process of innovation and entrepreneurship for international students should be designed by focusing on fostering innovative and entrepreneurial talents and implementing achievement assessment by focusing on the achievement of course objectives.
