Research on the Governance of Stray Animals in Universities from the Perspective of Campus Safety

Abstract: The rapid increase in the number of stray animals in universities poses a serious challenge to campus safety, and system of stray animals management needs to be established. Using the SFIC model as the analytical framework, this paper analyzes the practical difficulties of collaborative governance of stray animals in universities, and proposes targeted optimization paths for collaborative governance of stray animals in universities: establishing a collaborative center, strengthening participation incentives to solidify starting conditions; strengthening the function of“meta governance”to catalyze facilitative leadership; improving legal norms, promoting policy coordination to perfect institutional design; consolidating collaborative consensus, establishing a digital platform to optimize the collaborative process; building an evaluation system, enhancing feedback response to improve collaborative effectiveness.
