Abstract: With the growing demand for public services, the innovation direction of the public service system has become increasingly diverse, requiring alignment with the talent cultivation goals of higher education. Entrepreneurship and innovation education in universities aims to cultivate high-quality innovative and entrepreneurial talents, which are inherently linked to the development of regional public services. This paper adopts a combination of literature review and case analysis to systematically examine the points of integration between innovation and entrepreneurship education and the local public service system. It analyzes the practical foundation and key pathways for their integration, and concludes that“entrepreneurial and innovative achievements in universities can be effectively transformed into public service resources, with government guidance being a key factor in their integration.”On this basis, the study proposes an integration path centered on institutional coordination, resource sharing, and platform co-construction, aiming to promote the application of educational achievements to local governance modernization and enhance the quality and innovation capacity of public service provision.
