Abstract: The field of integrated microwave photonics exhibits rapid technological iterations, strong interdisciplinary convergence, and distinct application-oriented characteristics. Grounded in the Outcome-Based Education (OBE) theoretical framework, this study systematically restructures and innovatively implements the curriculum system. Employing a backward design approach, the research establishes a“demand-driven, objective-oriented, competency-progressive”curriculum development pathway. Through comprehensive industrial research, the team precisely identifies industry talent competency requirements and clarifies expected learning outcomes. Based on a competency matrix, modular teaching content is reverse-designed while maintaining a dynamically updated knowledge graph. The resulting four-stage progressive teaching model integrates“theoretical foundation, simulation verification, experimental exploration, and project practice”. This approach significantly enhances students’engineering practical abilities and fosters innovative thinking, offering valuable insights for curriculum innovation and reform within emerging engineering education contexts.
