Abstract: With the widespread development of flipped classroom and blended learning, how to objectively and effectively evaluate teachers'blended learning abilities is an important problem that urgently needs to be addressed. This article aims to construct a new type of blended learning ability evaluation system for university teachers, which focuses on developmental evaluation and has a diversified evaluation subject, including teacher self-evaluation, school evaluation, colleague evaluation, and student evaluation; Multi dimensional evaluation data, including classroom observation videos, lesson plan explanations and reflection reports, evaluation scales, and assessment forms; The evaluation system runs through all stages of teaching. It is expected that in real teaching practice situations, teachers'teaching processes will be recorded through diverse data, and a combination of quantitative and qualitative methods will be used to analyze and evaluate their teaching abilities, promoting teachers'reflective and collaborative career development.
