Abstract: The key to innovation and entrepreneurship education in vocational colleges lies in the cultivation of students' innovation and entrepreneurship ability. Establishing a scientific and objective measurement scale can provide decision-making reference for innovation and entrepreneurship education in vocational colleges. Based on the perspective of new quality productive forces, an evaluation index system for college students’innovation and entrepreneurship ability was constructed from six dimensions of innovation ability, personal traits, learning ability, opportunity identification, core competencies, and entrepreneurial ability, using the entropy weight TOPSIS(technique for order preference by similarity to an ideal solution)model for empirical measurement. The study found that innovation ability and personal traits were the most important indicators in evaluating college students’innovation and entrepreneurship ability, but their overall level was low. According to the level of college students’overall innovation and entrepreneurship ability, they can be divided into three types: creative, practical, and mediocre.
