Abstract: This study constructed an evaluation indicator system for“dual-qualified”vocational college teachers under the “1+X”certification system through the delphi method and analytic hierarchy process (AHP). A three-level structure model was developed, encompassing the goal, criteria, and scheme layers. The evaluation system spans five major areas: fostering virtue and nurturing people, teaching duties, academic research, social services, and practical capabilities. Indicator weights were determined by calculating judgment matrices and validated through consistency tests. Empirical research confirmed the system's good discriminative power and applicability in professional teacher evaluations, with particular emphasis on teaching duties and practical abilities. This provides a potent tool for evaluating teacher teams at vocational colleges under the“1+X”certification framework.
