Abstract: With the continuous development of the Internet, big data, Internet of Things and other technologies, artificial intelligence is triggering a new round of scientific and technological revolution, universities are the first resource of scientific and technological talents, innovation is the first driving force of the important point. The deep application of artificial intelligence in the field of higher education is an important means to promote the high-quality development of teaching. One of the solid foundations of the high-quality development of teaching is high-quality teaching resources. It is of great significance to study the construction and application of artificial intelligence technology in high-quality digital teaching resources. Based on the analysis of the present situation and development trend of digital teaching resources construction in colleges and universities, this paper expounds the construction and application of high quality digital teaching resources in colleges and universities from five aspects of "new environment" and "new organization".
