Abstract: The improvement of scientific research management quality is the inevitable starting point of the high-quality and high-level development of universities. It has great significance to improve the scientific research development level of universities and enhance their competitiveness. With the help of the analytical framework of system theory, this paper takes the universities as an interconnected dynamic process. This paper analyzes the interaction among the three subsystems of organizational system, human resources and scientific research resources in the universities, and the interaction between the internal and external elements of the system. Identify and explain the elements of scientific research management and management quality problems in universities, provide new ideas and models for improving the quality of scientific research management, and also provide decision support for scientific research management departments.
