Abstract: This paper discusses the role of college students' innovation and entrepreneurship training program in personnel training and the problems existing in the implementation process. In view of the existing problems, this paper puts forward the outcome based education, clarify the conclusion of college level, provincial and national college students' innovation and entrepreneurship training program and the solution to the standard of excellent conclusion. Practice has proved that this method can clarify students' research objectives and monitor the project research process, enhance students' learning initiative, and has a significant effect on improving the implementation quality of such projects.
