Abstract: The University-local Government Jiont Institutes play an important role in promoting transformation of scientific and technological achievements,supporting the national strategy of innovation-driven development and serving the economic and social development. Technology Entrepreneurship Incubator of Jiont Institutes is not only a tool to promote entrepreneurship and regional economic development,but also an important part of innovation and entrepreneurship system．This paper takes the innovation practice of the Subei Research Institute of Shanghai Jiao Tong University in constructing Huaijunwan science and innovation ecological complex as an example, summarizes its typical practices and advanced experience, comprehensively analyzes the main problems encountered in the current construction of science and technology business incubator in local research institutes, and provides countermeasures and suggestions for the construction of science and technology business incubator in local research institutes of universities.
