Abstract: The policy of “mass entrepreneurship and innovation” (hereinafter referred to as “entrepreneurship and innovation”) has the largest audience and the widest range of innovation policies. Through the collection and mining of national and local entrepreneurship and innovation science and technology policies, this paper conducts subject cooperation analysis, theme co-occurrence analysis and evolution analysis from the policy publishing institutions, titles and contents, and finally compares and analyzes the concerns and priorities of national and local entrepreneurship and innovation policies.
