Abstract: Cultivating people by virtue points out the work direction, clarifies the work task and expands the work content for development-oriented funding. Development-oriented funding contains the deep meaning of cultivating people by virtue, and only by adhering to the concept of cultivating people by virtue can development-oriented funding and education be realized. At present, there are still some difficulties in the financial aid work, such as the idea of moral education has not been established, the lack of joint force in education, and the lack of behavior development of the recipients. The path of establishing resource aggregation mechanism, optimizing process mechanism, perfecting organization and management mechanism and forming feedback mechanism is put forward.
