Abstract: In general higher medical schools, there generally exist insufficient number of "double-innovation" teachers, low morale, insufficient professional ability, and insufficient utilization of part-time social teachers, which seriously restricts the development of "double-innovation" education in higher medical institutions. Based on the speciality analysis of professional and subject settings in colleges and universities, we have explored and practiced that in the teacher team building of the "double-innovation" education, it should adhere to the top-level design of the school first, and create a unique construction strategy including a core force with full-time and part-time "double-innovation" teachers in the school, introducing part-time teachers outside the school as supplement, and making introduction and cultivation in parallel, so as to build a high-quality "double-creation" education faculty which meets the needs of current "double-creation" education development in colleges and universities.
