Abstract: Talent cultivation is the foundation and source of survival of the universities under the construction of "double first-class". Under the background of "double first-class" construction, the model and evaluation standard system for cultivating top innovative talents should be formed in four aspects: cultivation goal, teaching system, organization guarantee and education evaluation, which meet the standard of "double first-class" and national strategic demand. The system of "three systems", "three small", "three spans" and "three levels" is used to build a path and long-term mechanism for cultivating top-notch innovative talents in finance and economics in line with China's national conditions.
