Abstract: As an important carrier of lifelong education system, open universities urgently need to establish an innovative talent evaluation system that meets the needs of“integration of vocational education and continuing education”. In response to the structural contradiction of traditional evaluation models emphasizing knowledge memory over practical ability, this article proposes a“multiple intelligence” evaluation system, integrating the theory of multiple intelligences with the ability based education concept, and constructing a full process closed-loop management mechanism covering“course teaching practical training competition actual combat project transformation job innovation”. Through the delphi method and analytic hierarchy process, a five level evaluation index system is designed to change the static and fragmented mode of traditional evaluation, and provide a practical path for Open University to deepen the“integration of vocational education and continuing education”, industry education integration, and enrich the evaluation methods of innovative talents.
