Study on the Fostering Mechanism of “Double Leaders” for Party Branch Secretary Among Teachers

Abstract: The party branch secretary among teachers are the persons in direct charge of the party's grass-roots party organizations in colleges and universities. Implementing a fostering program of “double leader”, i.e. both a “party building leader” and an “academic leader”, is a key approach to effectively lead grass-roots party organizations in colleges and universities. The paper analyzes issues in the fostering mechanism of “double leaders”, including role definition deviations, inadequate experience in party building, lack of motivation, and suggests fostering mechanisms such as top-level design, selecting the better and matching the stronger, motivation guarantee, system supervision, aiming at further advancing the fostering of “double leaders”.
