Abstract: In 2014,The Ministry of Education proposed the concept of “Core Competencies and Values System”firstly.According to the concept of “Core Competencies and Values” of fine art and The reform trend of rural art education, The College of Fine Arts of He’nan Normal University actively analyzes the existing advantages and problems of the training programs.They promote a rationalization of course structure and diversification of course content in the form of innovation.Their efferts reflects the change of art teaching method based on “Core Competencies and Values System”and furtherly enhances the teachers' professional ability and comprehensive ability.
