Challenges and Promotion Paths Faced by Open Universities in Developing Non Degree Education under the Concept of Lifelong Education

Abstract: In the digital age, building a ubiquitous lifelong education system and a learning society has become an important demand for social development. Non degree education is of great significance to personal development, socio-economic progress, and educational equity, and open universities play a key role in its development. However, in the process of developing non degree education, open universities face challenges such as digital transformation, social environment, curriculum and teaching, and international exchange and cooperation. To this end, it is necessary to promote the digital transformation of non degree education, improve the certification and conversion system of learning outcomes, enhance teacher literacy, and improve the level of education openness to the outside world, in order to promote the development of non degree education and help build a lifelong education system and a learning society.
