Abstract: Local colleges are in a critical period of transformation and development.As the main constituent unit of colleges, grassroots teaching organizations are facing many new problems.The construction of grassroots teaching organizations is the key to the connotation construction of local colleges.Starting with the demand of application-oriented undergraduate education in the new era, this paper puts forward that in the process of the construction of grassroots teaching organizations, we should strengthen the construction of rules and regulations and make the responsibilities and rights clear. Basic teaching organizations should be set up on the basis of professional training to serve the teaching of specialized courses and practical training courses.
