Abstract: Under the new development paradigm, the transition of independent colleges has become a systematic requirement for the high-quality development of higher education. As the core organization in the independent college, the personnel department is faced with the situation of institutional overload operation, multi-task parallelism, and insufficient personnel management innovation. In the context of system change, the systemic obstruction of the personnel work of independent colleges lies in the superposition of routine work and tasks during the transition period, the systemic risk of personnel loss, and the break of the coordination chain between departments. In order to break through the systemic obstruction, the personnel work of independent colleges should promote people-centered transformation, cultivate new driving forces of development, and strengthen the integration of sub-institutions.
