Abstract: Colleges and universities are an important place to educate and train young people, and also an important ideological position to arm young people with the socialist core value system. Ideological and political work in Colleges and universities is related to what kind of people to cultivate, how to cultivate people and for whom. In the new era, the cultivation of talents in Colleges and universities should adhere to moral education as the central link, and the ideological and political work should run through the whole process of education and teaching. In the context of the comprehensive reform of "three aspects of education", colleges and universities should actively promote the ideological and political education mode of integration of upper and lower levels, internal and external linkage and effective coordination. Taking the secondary college of D University as an example, this paper discusses how to make everyone a runner of practicing the concept of "three aspects of education" through the efforts of the whole staff and the whole system, and explores the construction of the value leading system of Socialist Colleges and universities with Chinese characteristics.
