Abstract: The coordinated development of Beijing-Tianjin-Hebei has become a major national regional development strategy, which is a golden opportunity of a lifetime for Hebei. Scientific and technological talents play an irreplaceable role of intellectual support in economic and social development. However, in terms of the introduction of scientific and technological talents, the development level of Hebei Province is significantly lower than that of Beijing and Tianjin, which has always been a bottleneck restricting Hebei's development. Based on the actual differences, the siphon effect, the unsound mechanism, and so on in the introduction of scientific and technological talents in Hebei Province,this paper proposes a series of mechanism construction ideas to help the introduction and cultivation of scientific and technological talents in Hebei, realize the two-way flow of innovative science and technology talents, and help Hebei science and technology innovation and the overall economic and social development.
