Abstract: Tourism planning and development is one of the core courses in the field of tourism management. This study designed an experimental teaching based on the PBL (Problem-Based Learning) model using the BOPPPS framework, and conducted an 8-week experimental teaching study. It compared the effects of the PBL-based BOPPPS teaching method with traditional teaching methods on the learning outcomes and teaching satisfaction of junior students at Yili Normal University. The results show that the PBL-based BOPPPS teaching method focuses on the actual learning situations of students, advocates for their active and enthusiastic participation in the teaching process, and employs flexible and diverse teaching methods. It emphasizes the cultivation of students'comprehensive thinking and various abilities, thereby improving their learning outcomes. This model provides new insights for teaching reform in the field of tourism management.
