Abstract: This study employs methodologies including document analysis, literature review, field research, action research, and case studies. Grounded in the“three-dimensional four-stage”framework (knowledge-skills-literacy, secondary vocational basic stage - secondary vocational advanced stage - higher vocational basic stage - higher vocational advanced stage), it systematically elucidates the hierarchical progression, standard alignment, industry-education integration, and closed-loop evaluation of the curriculum system. Through in-depth analysis of exemplary cases, the research demonstrates that the“three-dimensional four-stage”curriculum system effectively addresses vocational education tasks under the nine key objectives outlined in the Outline for Building a Strong Education Nation (2024—2035). This framework achieves tiered talent development, progressive competency enhancement, and holistic vocational literacy improvement, providing replicable and scalable practical pathways toward the national education goal.
