Abstract: The precise selection and training of entrepreneur is the basis for the enterprises. Based on the data of the China’s science and technology statistics, and the idea of “enterprise innovation to entrepreneur”, a system for entrepreneur with the characteristics of “two abilities and two consciousness” was constructed. The results shows that the ability of financing management, the ability to integrate technical resources, the awareness of intellectual property creation and the awareness of serving the country, society and people are the four most important factors which affect the entrepreneur. In addition, young entrepreneur and those with a college degree should be pay more attention by the vocational education. This research provides an entry point for the selection and cultivation for the entrepreneur.
